An image map is simply an image that acts as a link, but instead of simply acting as a link to a single page, the image acts as a link to multiple pages. For instance, say you have a map of the United States that you wish to act as an image map. Then you could specify different areas of the map to take you to different pages.
Viewers will not need a special plug-in to use your image map. Anyone capable of viewing images and running javascript on their browser will be able to view and use your image map. Only very old browsers not capable of running javascripts may have problems, but as these browsers are all but non-existent today, you shouldnt have anything to worry about.
